The Innovators Party expresses deep concern over reports indicating that the Israeli military has warned citizens and train passengers in Iran to refrain from using railway lines. Issuing such threats against public transportation systems and civilian populations is in clear contradiction with the fundamental principles of international humanitarian law and constitutes a direct threat to the safety and lives of innocent people.

According to the core principles of international humanitarian law, including the principle of distinction between military and civilian targets as stipulated in the 1949 Geneva Conventions and their Additional Protocols, parties to a conflict are obligated at all times to distinguish between military objectives and civilian populations and infrastructure. Public transportation infrastructure, including railway networks, is considered civilian in nature unless it is being used for military purposes. Therefore, any threat or attack against such infrastructure may constitute a clear violation of international humanitarian law.

Furthermore, under Article 51 of Additional Protocol I to the Geneva Conventions, any act or threat of violence intended to spread terror among the civilian population is prohibited. Warnings that directly target the safety of ordinary passengers and users of public services may be regarded as acts that create fear and intimidation among civilians.

The Innovators Party emphasizes that protecting civilian lives and vital public infrastructure is a fundamental principle of international law and a shared responsibility of the global community. We call upon international institutions, including the United Nations and organizations concerned with human rights and humanitarian law, to seriously examine such threats and take necessary measures to prevent any actions against civilians and public infrastructure.

The Innovators Party reiterates the importance of adherence to international law, the protection of civilians, and the avoidance of targeting public infrastructure, and condemns any action or threat that endangers the security and peace of citizens.
